The House Foreign Affairs Committee has passed the “Chips Security Act,” aimed at curbing the smuggling of U.S. semiconductors to foreign adversaries, including China. The legislation mandates that advanced artificial intelligence (AI) chips must incorporate location authentication capabilities, establishes a mandatory reporting system, and calls for research into additional security safeguards. House Foreign Affairs Committee Chairman Michael McCaul stated: “If we intend to export advanced AI chips, we must ensure—with absolute certainty—that these chips do not ultimately fall into the hands of the Chinese military. We continue to witness, time and again, instances of China engaging in espionage, technology theft, and the diversion of materials. We simply cannot allow this situation to persist. This is about winning the AI arms race.”
